JOB OPPORTUNITIES: Tourism, Archaeology & Museums Department, Government of the Punjab seeks qualified, experienced and dedicated individuals having Domicile of Punjab to serve in the Tourism, Archaeology & Museums Department, Punjab on contract basis / project pay scales under the ADP Schemes titled “Establishment of Strategic Management Unit (SMU)” as detailed below:
1. Team Lead
- PPS Scale & Salary per month (PKR): PPS-12 / 950,000
- No. of Posts: 1
- Age Limit: 50-60 Years
Qualification: Master’s Degree in Civil Engineering, Construction Management, Architecture, Urban Planning from an HEC-recognized university. Or Bachelor’s Degree in Civil Engineering, Architecture, Urban Planning from an HEC-recognized university.
Experience: Minimum 12 years of relevant professional experience with a Master’s degree or 20 years with a Bachelor’s Degree in heritage conservation, infrastructure development, urban planning/development or major public-sector development projects, with demonstrated experience in project leadership, technical coordination, planning and implementation. Experience with public-sector development planning and project appraisal shall be preferred.
2. Lead Project Management
- PPS Scale & Salary per month (PKR): PPS-11 / 850,000
- No. of Posts: 1
- Age Limit: 40-50 Years
Qualification: MS/Master’s degree (18 years of education) in Management, Business Administration, Development Studies, Tourism Management, Heritage Management or a related discipline from an HEC-recognized university.
Experience: Minimum 15 years of post-qualification experience in project development, project management, feasibility studies and implementation of public-sector development projects, including multidisciplinary project management, coordination with government departments, consultants, development partners and private-sector stakeholders.
Experience in tourism, archaeology, heritage conservation, infrastructure or destination development is preferred; Experience with ADB, World Bank or other donor-funded projects is an added advantage.
3. Lead Finance & Investment
- PPS Scale & Salary per month (PKR): PPS-11 / 796,095
- No. of Posts: 1
- Age Limit: 40-50 Years
Qualification: MS/Master’s degree (18 years of education) in Economics, Finance, Accounting, Commerce, Business Administration or a relevant field from an HEC-recognized university.
CA/ACCA/CFA/ACMA/CPA shall be preferred.
Experience: Minimum 14 years of post-qualification experience in financial management, budgeting, financial modeling, feasibility studies, project finance, transaction advisory in public sector. Experience in public-sector development projects shall be preferred.
4. Senior Civil Engineer
- PPS Scale & Salary per month (PKR): PPS-9 / 437,500
- No. of Posts: 1
- Age Limit: 35-45 Years
Qualification: B.Sc./BS in Civil Engineering from an HEC-recognized university, registered with PEC; M.Sc./MS in Civil Engineering, Structural Engineering, Construction Management or a related discipline preferred.
Experience: Minimum 8 years of relevant professional experience in infrastructure/development projects, including technical design review, engineering supervision, construction management, project implementation, quality assurance and technical coordination. Experience in large-scale public-sector infrastructure, heritage or tourism-related projects shall be preferred.
5. Legal / Regulatory Specialist
- PPS Scale & Salary per month (PKR): PPS-9 / 437,500
- No. of Posts: 1
- Age Limit: 35-45 Years
Qualification: LLB/LLM, Contract Management or a related discipline from an HEC-recognized university.
Experience: Minimum 7 years of relevant professional experience in institutional development, regulatory frameworks, policy formulation, governance, legal/regulatory review, institutional arrangements and coordination with public-sector organizations.
Experience in development projects, PPP frameworks or government institutions shall be preferred. LLB with 7 years of High Court Experience, LLM with 5 years High Court Experience.
6. PPP Expert
- PPS Scale & Salary per month (PKR): PPS-9 / 400,000
- No. of Posts: 1
- Age Limit: 25-38 Years
Qualification: Minimum 16 years’ education in Economics, Finance, Accounting, Commerce, Business Administration, Public Policy, Project Management or relevant field from an HEC-recognized university.
CA/ACCA/CFA/ACMA/CPA shall be preferred.
Experience: At least 7 years’ post-qualification experience in Public-Private Partnerships (PPP), project development, financial modelling, feasibility studies, transaction advisory, procurement, contract management or related fields.
Preference for experience in handling PPP projects and/or working with public-sector organizations.
7. Procurement Expert
- PPS Scale & Salary per month (PKR): PPS-9 / 400,000
- No. of Posts: 1
- Age Limit: 25-38 Years
Qualification:Minimum 16 years of education in Supply Chain Management, Procurement, Logistics, Business Administration, Civil Engineering, Law or any relevant discipline from an HEC-recognized university.
Experience: At least 7 years of post-qualification experience in procurement planning and public-sector procurement.
Experience of PPRA rules, ADP/PSDP or donor-funded procurement and e-procurement shall be preferred.
8. Contract Management Expert
- PPS Scale & Salary per month (PKR): PPS-9 / 400,000
- No. of Posts: 1
- Age Limit: 25-38 Years
Qualification: Minimum 16 years of education in Law, Contract Management, Supply Chain Management, Business Administration, Civil Engineering or a relevant discipline from an HEC-recognized university.
Experience: At least 7 years of post-qualification experience in contract drafting, contract administration, performance monitoring, variations, claims, dispute coordination and contract close-out.
Experience with public-sector development contracts, PPRA rules and standard engineering/service contracts shall be preferred.
GENERAL CONDITIONS:-
1. This is the project-based posts for the period upto 31-12-2027, extendable for further period of one year purely on contract basis.
2. The contract appointment is temporary in nature, non-transferable, job / post specific, non-pensionable conferring no right for regularization. The contract appointment may be extended upto project period with the approval of competent authority.
3. General age relaxation will be applicable as per Notification No.SORI(S&GAD)9-36/81 dated 08.08.2016.
4. In case the project period is reduced / enhanced, contract appointment order may be amended accordingly with approval of competent authority.
