Job Opportunities in A Development Project

The Local Govt. & Rural Development Department, Government of Khyber Pakhtunkhwa invites online applications from dynamic, energetic, and result-oriented candidates having domicile of Khyber Pakhtunkhwa including newly merged Districts for appointment against the following positions in the Project Coordination & Monitoring Unit (PCMU) established under the Peshawar Revitalization Plan (PRP) project.

The appointments shall be purely on purely contract basis, initially for a period of 01 (01) year extendable till the period of completion of the Project/ working up of the PCMU, whichever is earlier, as per detailed table below:

Position 1: Project Specialist

Nomenclature of Post: Project Specialist
Age: Maximum up to 45-years

Job Description:

i. To propose draft pathways for execution and impact of assigned infrastructure and socio-economic projects.

ii. Establish Key Performance Indicators (KPIs) and milestone tracking mechanisms for individual projects.

iii. Identify operational bottlenecks early and coordinate immediate corrective actions.

iv. Prepare comprehensive project progress reports and updates for Director PCMU.

Qualification Criteria:

i. Master’s degree in Project Management, Engineering, Urban/Regional Planning from a recognized university / institution.

ii. At least 7 years relevant professional experience in project management, supervision or implementation of public sector infrastructure / development projects.

iii. Experience in multi-sectoral / multi-agency coordination, project performance tracking, risk identification, progress monitoring, reporting, site management and coordination with government departments, consulting agencies, contractors, and local communities shall be preferred.

Fixed Monthly Salary (Rs.): 200,000/-

Position 2: Development Specialist

Nomenclature of Post: Development Specialist
Age: Maximum up to 45-years
Job Description:

i. Coordinate the cross-sectoral project context tailored to the integrated Peshawar Revitalization Plan.

ii. Act as the technical liaison with Field Teams for the Peshawar Plan.

iii. Coordinate inter-agency planning and field execution.

iv. Evaluate the socio-economic impact of revitalization initiatives and ensure sustainable development practices.

v. Analysis national and international data to recommend sector best practice.

Qualification Criteria:

i. Master’s degree in Development Studies, Economics, Urban/Regional Planning, Engineering, Project Management from a recognized university / institution.

ii. At least 7 years relevant professional experience in development planning, project formulation, execution, prioritize evaluation, monitoring or focal person/ authority in public-sector development projects / programs.

Position 3: Dashboard Developer

Nomenclature of Post: Dashboard Developer
Age: Maximum up to 40-years
Job Description:

i. Design, build, and maintain efficient, automated dashboards for real-time tracking of all project and program metrics.

ii. Integrate multiple data streams from field applications and reporting systems into a centralized database.

iii. Manage system database to ensure query speed and deliver accurate results to the PCMU.

iv. Optimize query performance to ensure real-time reporting capabilities for senior leadership.

Qualification Criteria:

i. Master’s degree (16-year education) or BS (16-years of education) in Computer Science, Software Engineering, Information Technology, Data Science, Information Systems, or a related discipline from a recognized university / institution.

ii. At least 5 years relevant professional experience in dashboard development, Relational Data Bases, Data Pipeline, Database Administration, and API-based integration/ reporting systems.

iii. Expertise in Power BI or Tableau, with demonstrated proficiency in SQL, experience with data modeling, experience with automated dashboard development, data modeling, metric development, and performance optimization.

iv. Experience in backend systems, database management, data security, user access controls and role-based access controls / maintenance shall be preferred.

v. Experience with customized development, deployment, implementation of multi-agency projects shall be preferred.

Position 4: Data Analyst

Nomenclature of Post: Data Analyst
Age: Maximum up to 40-years
Job Description:

i. Clean, aggregate, and analyze quantitative & qualitative data from field monitoring teams and line departments.

ii. Perform trend analysis to predict performance lags and identify bottlenecks in execution.

iii. Generate periodic reports and diagnostic reports to support decision-making oversight.

iv. Translate complex datasets into clear data visuals and dashboards for decision-makers.

Qualification Criteria:

i. Master’s degree or 16-year Bachelor’s degree (16-years of education) in Data Science, Statistics, Economics, Mathematics, Management Sciences, Computer Science, Business Analytics, or a related discipline from an HEC recognized university / institution.

ii. At least 5 years relevant professional experience in data analysis, statistical analysis, business analytics, performance monitoring management information systems, or related fields.

iii. Strong analytical and statistical modeling skills, with demonstrated experience in data clean-up, aggregation, dataset creation, numerical analysis, and analytical storytelling.

iv. Experience in public-sector development, infrastructure projects, monitoring teams, / field metrics units, or projects of similar domain shall be preferred.

Position 5: Field Engineer (Civil)

Age: Maximum up to 40-years
Job Description:

i. Perform regular on-site inspection of civil infrastructure projects to verify required progress.

ii. Audit quality compliance against approved technical specifications and standards.

iii. Report deviation in material quality, construction processes, or safety protocols.

iv. Provide real-time data inputs from the field directly into the central reporting system.

Qualification Criteria:

i. Bachelor’s Degree (BS/B.Sc.) in Civil Engineering from an HEC recognized university, Valid PEC registration mandatory.

ii. Minimum 3 years of relevant professional experience in field supervision, execution, or monitoring of civil works, preferably in municipal infrastructure, facade revitalization, building renovation, urban development, streetscape/beautification, structural repairs/restoration, design monitoring and reporting. Experience in roads, bridges, underpasses, heritage and urban infrastructure projects.

Position 6: Field Engineer (Electrical)

Age: Maximum up to 40-years
- Job Description:

i. Oversee electrical installations, underground lighting grids, and underground wiring to ensure quality and compliance.

ii. Review and verify technical specifications of electrical equipment procured for project sites.

iii. Monitor safety standards, grid load capacities, local distribution, and energy efficiency metrics.

iv. Submit detailed field verified reporting regarding installation milestone and functional status.

Qualification Criteria:

i. Bachelor’s Degree (BS/B.Sc.) in Electrical Engineering from an HEC recognized university, Valid Pakistan Engineering Council (PEC) registration mandatory.

ii. Minimum 3 years of relevant professional experience in field supervision, execution or monitoring of electrical works, power systems, or street lighting projects.

Position 7: Field Engineer (Environment / Sanitation)

Job Description:

i. Conduct environmental impact assessment for assigned project sites.

ii. Ensure executing agencies adhere to environmental mitigation plans, waste disposal protocols, and pollution control standards.

iii. Monitor drainage, water pipelines, and environmental sustainability component of the sector plan.

iv. Audit site sanitation and hygiene protocols.

v. Prepare environmental and regulatory compliance reports.

Qualification Criteria:

i. Bachelor’s Degree (4 years) or Master’s degree in Environmental Engineering, Environmental Sciences, Environmental Management, Environmental Studies, or a related discipline from an HEC recognized university / institution.

Position 8: Architect

Nomenclature of Post: Architect
Age: Maximum up to 40-years
Job Description:

i. Provide architectural oversight, facade design, and urban design inputs for the sector projects with emphasis on preserving local heritage.

ii. Review design blueprints to ensure historical context, aesthetic value, functionality, and sustainability of Peshawar’s past identity.

iii. Coordinate with field engineers on-site implementation of architectural designs and specifications.

iv. Conduct site visits to verify layout compliance and design implementation standards.

Qualification Criteria:

i. Bachelor’s Degree in Architecture (B.Arch) 5-yr or HEC-recognized equivalent institution. Valid registration with the Pakistan Council of Architects and Town Planners (PCATP) is mandatory.

ii. Minimum 3 years of relevant professional experience in architectural design, design review, site supervision / field monitoring, preferably in urban development, infrastructure, public-sector or development projects.

iii. Demonstrated experience in preparation/review of architectural design, site layouts, architectural compliance, construction drawings, inter-disciplinary design coordination, and monitoring consultant / firm outputs.

iv. Experience in urban revitalization, public spaces, urban design, streetscape, heritage conservation, facade enhancement, or historic preservation projects shall be preferred.

Position 9: Social Media Manager

Job Description:

i. Develop and execute a comprehensive social media strategy tailored to multi-platform audience engagement.

ii. Manage official PCMU content schedule, publish content, and actively engage with public comments, feedback, and messages.

iii. Coordinate with content team to convert dynamic field outcomes into engaging public updates.

iv. Track analytics, monitor metrics, address public concerns transparently, and handle crisis communication as required.

Qualification Criteria:

i. Bachelor’s degree in Mass Communication, Media Studies, Digital Marketing, Marketing, Public Relations, Journalism, Communication, or a related discipline from an HEC-recognized university.

ii. Minimum 3 years of relevant professional experience in social media management, digital communications, digital marketing, content management or public relations, preferably with public-sector, development project, or creative / media agency environment.

iii. Demonstrated experience in planning and executing social media strategies, managing social handles, scheduling content, creating copy, audience engagement, social media monitoring, analytics, and reporting.

iv. Experience in managing Facebook, Instagram, X (Twitter), YouTube, LinkedIn, and threads for public sector, development projects or social causes is desirable.

v. Demonstrated experience in promoting and communicating infrastructure, urban development, public works, or development impacts through digital and social media platforms will be an added advantage.

Position 10: Content Creator

Nomenclature of Post: Content Creator
Age: Maximum up to 40-years
Job Description:

i. Draft high-quality written content, including press releases, news articles, newsletters, and web copy.

ii. Write engaging scripts for video and audio content, documentaries, and social media posts.

iii. Conceptualize content campaigns that clearly communicate dynamic field progress/impact to the general public.

iv. Maintain a consistent voice and style to accurately reflect government infrastructure and public-sector transparency.

Qualification Criteria:

i. Bachelor’s degree in Mass Communication, Media Studies, Digital Media, Journalism, Public Relations, English, Creative Writing or a related discipline from a recognized university.

ii. Minimum 3 years of relevant professional experience in content development, digital communications, media production / production house, public relations, or copy writing.

iii. Demonstrated ability to produce high-quality, written and digital content, project summaries, success stories, social captions, video scripts, articles, reports, or communications collateral.

iv. Experience in communicating infrastructure, urban development or public-sector progress projects is preferred.

v. Strong bilingual (English and Urdu) writing, editing, and storytelling skills.

vi. A strong portfolio of relevant content work will be required with application.

Position 11: Video & Graphics Specialist

Nomenclature of Post: Video & Graphics Specialist

Job Description:

i. Produce shoot, and edit high-quality video content, animations/motion graphics, and promotional packages, video footage, and field documentaries.

ii. Design static and motion graphics to visually support video storylines, digital campaigns, and communication materials.

iii. Create engaging storytelling visuals, brochures, and graphic materials for PCMU presentations and publications.

iv. Manage the digital media storage, maintaining video and image files in a systematically structured library.

Qualification Criteria:

i. Bachelor’s degree in Media Sciences, Media Production, Graphic Design, Multimedia, Fine Arts, Visual Communication, Film/Media Production, or a related field from a recognized university / institution.

ii. Minimum 3 years of relevant professional experience in video production, graphic design, motion graphics, animation, video editing, or digital content creation.

iii. Demonstrated competence in producing project documentation, progress videos, before-and-after visual infographics, presentations, animations and graphic design assets.

iv. Experience in documenting works related to infrastructure, urban development, public spaces, photo, government programmes or development sector.

Terms & Conditions:

Selection will be purely on contractual basis for a period of 01 year extendable till the project period based on performance.
All candidates will be required to create and submit an online profile on the ETEA website.
The candidates must be bona-fide domiciled of Khyber Pakhtunkhwa / Merged Districts.
Screening test will be conducted by ETEA.
Appointment will be purely on contract basis and no candidate shall have right to claim regularization.
The posts are project-based and will stand terminated automatically on completion of the project or closing of the PCMU, whichever occurs earlier.
Leave and perquisites will be allowed as per Government Rules / Policy.
Incomplete applications and applications received after due date shall not be entertained.
Selection will be based on merit.
Relaxation in age will not be admissible as per existing Rules / Policy.
The Competent Authority reserves the right to increase / decrease / cancel the posts without assigning any reason.
