Hiring of One (01) Consultant on Education Policy, Planning and Reforms and Two (02) Young Professional Officers (YPOs).

The Ministry of Federal Education and Professional Training (M/o FE&PT) has received financing from the World Bank toward the project of the Actions to Strengthen Performance for Inclusive and Responsive Education Program (ASPIRE) and intends to apply part of the proceeds for consulting services.

The M/o FE&PT now invites the eligible consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualifications, experience, and shortlisting criteria are listed below:

Consultant – Education Policy, Planning and Reforms (01 Position)

Qualification & Experience:

Master’s degree in education policy or public policy or related Social Sciences from a recognized national or international university.
A minimum of 20 years of progressively responsible professional experience in public policy, education sector planning and reform, with substantial experience at national and sub-national levels in Pakistan.
Proven track record of managing or contributing to assignments funded or supported by multilateral and bilateral international development partners or donor agencies.
Experience in institutional capacity assessment and organizational strengthening in the education sector.
Experience in conducting or overseeing education-sector studies, assessments, evaluations and research.
Experience in leading teams and producing high-quality sector plans, policy documents, and evaluation or research reports.
Demonstrated experience of working with, federal and all provinces of Pakistan in the education sector will be given preference.

Young Professional – Education / Training (01 Position)

Qualification & Experience:

At least 16 years of education from an HEC-recognized university in Social Sciences, Public Policy, or Development Studies; preference will be given to candidates holding higher degree in these disciplines.
At least 2 years of relevant experience in public sector education development programs, preferably including 1 year on a World Bank PforR education project.
Experience in field-based data collection and monitoring, including surveys, FGDs, interviews, and stakeholder consultations.
Experience in teacher training programs, digital learning platforms, curriculum review, and quality assurance of educational content.
Experience in government reporting and donor-funded project implementation.
Experience in preparing or publishing education-related policy content, including policy briefs, reports, newsletters, or newspaper articles.
Exposure to inclusive education programming (e.g., Out-of-School Children, Special Education, and Non-Formal Education) is preferred.
Experience supporting meetings, workshops, consultations, or stakeholder coordination will be an asset.
Excellent command of Microsoft Word, Excel, and PowerPoint; knowledge of R, STATA, and Canva will be an added advantage.
Shortlisting Criteria:
- Education: 20 Points
- Work Experience: 20 Points
- Additional Skills/Expertise: 10 Points
- Interview/Presentation: 50 Points
- Note: The minimum qualifying marks are 50%.

Young Professional – Partnerships, Stakeholder Engagement and Inclusion (01 Position)

Qualification & Experience:

Bachelor’s degree (minimum sixteen (16) years of education) in Business Administration, Public Administration, International Relations, Development Studies, Social Sciences, Project Management, Education, or another relevant discipline from a recognized institution.
Up to one (1) year of relevant professional experience, including internships, traineeships, or employment supporting project management, stakeholder engagement, partnerships, program support, business development, or related functions.
Experience supporting meetings, workshops, consultations, or stakeholder coordination will be an asset.
Experience working with government institutions, development partners, or donor supported projects will be considered an advantage.
